Data Systems and Operations Manager

Job Description Computer World Services, Corporation (CWS) is seeking an exceptional candidate to serve as Data Systems and Operations Manager for the United States Army Reserve (USAR) Command Control Communications, Computers, & Information (C4IM) Information Technology Support Services (ITSS) program responsible for performing non-personal Information Technology (IT) Services and support requirements.
United States Army Reserve Command (USARC) G-6 owns and operates Army Reserve Network (ARNet) and Secure Army Reserve Network (SARNet) to provide continuous secure and nonsecure data, voice, and video transport, data center services, hosted applications, file services, collaboration tools, cybersecurity, remote access, continuity of operations, and customer service across the USAR enterprise IAW Army Regulation (AR) 25-1 Army Information Technology and other governing documents and outlined in the Army's Command, Control, Communications, Computers and Information Management (C4IM) Services List.
These services are provided to 65,000 users with network accounts at approximately 700 locations, primarily in the continental United States with a few in Puerto Rico, Europe, Asia, and the Pacific region.
2 of the locations contain the primary and secondary enterprise network processing centers.
The Candidate is responsible for activities related to system administration.
Assigns personnel to various projects, directs their activities, and evaluates their work.
Ensures long-term requirements of systems operations and administration are included in the overall information systems planning of the organization.
Responsible for the installation, maintenance, configuration, and integrity of computer software.
Implements operating system enhancements that will improve the reliability and performance of the system.
The success candidate will have experience with Information Technology support within a federal government environment (DoD preferred) and demonstrated experience in IT services contracts.
Effective written and verbal communication skills and the ability to maintain high levels of customer satisfaction.
The candidate will have expertise in managing performance, cost, schedule, and quality to meet or exceed requirements.
Job Requirements:
Key Tasks and Responsibilities Lead SA responsible to monitor, operate and maintain data system equipment, electronic security system services, applications, monitoring tools.
Must have detailed knowledge of all hardware and application software, to include maintenance of all systems, linked sensors, system configurations from the front-end servers to end users.
Leads the team in the execution of the following tasks:
Operations and maintenance of primary and secondary datacenters.
Monitor, operate, and maintain all USAR owned or leased, on premises or cloud based, hardware, software, virtual machines, electronic security systems, network services, databases, and web applications 24x7x365 in combined NOC/SOC.
Maintains scripts used for reporting, monitoring, and analysis and regularly monitor and prepare reports for systems integrity through reporting and analysis.
Contractor shall provide and document technical procedures and processes.
Datacenter uptime shall be 98.
9% over the month.
Performs System Backups.
Provide data systems and applications automated backup schedule to COR for approval within 30 days of contract start.
Implement and conduct 100% of automated backup services on ARNet and SARNet networks 100% over the month.
Provide a dashboard and include summary of backups accomplished monthly in Technical Status Report.
This effort includes Government owned or leased on premises and cloud storage area network and network attached storage and replication of offsite data.
Administer and maintain user accounts.
Requests for new accounts must be completed within 24 hours of receipt 100% over the month.
Account requests are made through Army Reserve Account Management Portal (ARAMP), a USAR software application.
Status including number of requests received, number added, and number denied shall be included monthly in Technical Status Report.
Operate and maintain Active Directory servers and domain controllers IAW software vendors' best practices.
Responsible for authenticating users and computers to the network through a comply to connect architecture, assigning and enforcing security policies for all computers in a network, and installing or updating software on network computers.
Enforcement compliance shall be a 100% of machines over the month.
Perform server maintenance based on manufacturers recommended service intervals, alerts and bulletins, available patches, and updates within 5 business days of notification of release 100% over the month.
Initiate change orders (CO), provide documentation, and obtain Engineering Review Board (ERB), Technical Review Board (TRB), and Configuration Control Board (CCB) approval at least 3 days prior to implementation of changes.
Ensure compliance with this requirement 100% over the month.
Ensure IT system changes are captured in Risk Management Framework (RMF) within 30 business days of completion 100% over the month.
Assist customers from other directorates and subordinate commands to successfully navigate and complete the CO, ERB, TRB and CCB process within 60 days of initial change order submittal 85% over the quarter.
Ensure the latest approved software versions, updates, patches, hotfixes, service packs, cumulative updates, and upgrades to meet security compliance and system integrity are installed on all network equipment within 30 days of release 100% over the month.
Manage the software media library which includes receiving new software, updating the software tracking database, creating backup copies of software, and filing software in the library.
Determine and dispose of obsolete software in compliance with applicable disposal policies while ensuring that software requirements are properly staffed through change management approval processes.
Maintain an active software delivery repository to add and remove licenses with both push and pull capabilities with uptime of 99.
8% over the month.
Produce and maintain business intelligence content, reports, and dashboards with 98% accuracy over the quarter in Government provided tools and software such as Microsoft Dynamics 365 and Power BI.
Provide and document technical procedures and processes.
Provide expertise in backend data to maintain existing reports and tools, build future reports, and archive or delete obsolete reports.
Operate and maintain collaboration software programs, platforms, and applications such as SQL and SharePoint used by USAR with uptime of 99.
8% over the month.
Manage enterprise storage systems to sustain and maximize the capabilities of the infrastructure, maintaining availability to customers 98.
9% over the month.
Capacity shall be reported monthly in Technical Status Report.
Notify government datacenter manager when storage systems reach 85% of capacity.
Education & Experience BA/BS Degree with 12
years of experience or MA/MS with 10
years of experience (required) Certifications DoD 8570.
01-M baseline certified (required) ITIL Foundation certified (required) Microsoft Certified Engineer (required).
Note:
A Microsoft Azure Solutions Architect Expert or the completion of training in the ITIL 4 Specialist modules will satisfy the Microsoft Certified Engineer certification requirement Security Clearance US Government Secret (T3) clearance is required Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.
) Travel to CONUS and OCONUS locations to meet mission requirements and undergo training maybe required.
The support outside Ft.
Bragg, NC including OCONUS if required, will be designated as TDY.
